The "Eomund's Praising Choir" spell was created by Eomund, an Elven wizard, who was always completely ignored. Therefore, he created a spell to get the recognition that he thought he deserved.
When this spell is cast, it conjures an ethereal choir of 2 singers/level. This choir will follow the subject of the spell wherever he or she goes and sing of the subject's great deeds, heroism, high charisma, etcetera. The choir does this even if the subject has done no great deeds at all, isn't heroic and/or has low charisma. That was Eomund's intention with the spell.
Although originally meant to be used on the caster himself, it is also possible to use it on other persons/creatures. Other wizards quickly discovered the use of this, to annoy the subjects or to draw attention to persons that could not use that attention on that given moment. Once in a while, it was also used to actually praise people.
The caster must/can specify the "great deeds" to sing about, so if the caster doesn't know anything about the subject, he can either make something up or just be very abstract about it, not specifying what great deeds the subject has done.

The material component for this spell is a picture, painting, statue or anything that roughly resembles the subject of the spell.
